Spring Election April 4, 2017

 

The spring election will be held on April 4, 2017.

2016 Property Taxes

2016 Property Tax bills were mailed on December 12th.  If you do not receive yours or if you have questions on your tax bill, contact Town Treasurer Janet Hillison at 608.289.3902.  Payments are made through the Rock County Treasurers office.  Details are provided in the newsletter enclosed with your tax bill and at the links below.  Dog licensing, recycling, and other information is also listed.

2017 Budget Public Hearing

On Monday, November 28, 2016, at 6:00 p.m. a public hearing will be held on the Proposed 2017 Budget for the Town of Spring Valley.

Immediately following the public hearing a special town meeting of the electors will be held, at which electors of the Town adopt the 2016 Town levy to be paid in 2017.

General Election November 8, 2016

The next election will be the general election on Tuesday, November 8, 2016, from 7:00 a.m. – 8:00 p.m. at the Orfordville Fire Station, 173 N. Wright Street in Orfordville.  Questions about the election, registering to vote, or absentee voting can be directed to the Town Clerk, Julie Gerke, at  (608) 897-5092, or svclerk@ckhweb.com.

New voters or those with changes to their name or address can also register to vote at the Rock County Clerk’s office at the Courthouse, 51 S. Main St., Janesville, WI 53545 through Wednesday, October 19th.  http://www.co.rock.wi.us/countyclerk

You can request to vote absentee by mail at any time, and ballots will be sent when they become available. In-person absentee voting will begin in the Town of Spring Valley on Monday, October 3rd.  All in-person absentee voting is by scheduled appointment.  See the clerk contact information above.  Please note that the voter ID law is in effect when applying for an absentee ballot.

Board of Review Aug. 15, 2016

NOTICE IS HEREBY GIVEN that the Board of Review for the Town of Spring Valley of Rock County shall reconvene on Monday, August 15, 2016 from 11:00 a.m. -1:00 p.m. at the Orfordville Fire Department meeting room, 173 N. Wright Street, Orfordville, WI.

Please be advised of the following requirements to appear before the Board of Review and procedural requirements if appearing before the Board:

No person shall be allowed to appear before the Board of Review, to testify to the Board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the Assessor to view such property.

After the first meeting of the Board of Review and before the Board’s final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to a member of the Board about the person’s objection except at a session of the Board.

No person may appear before the Board of Review, testify to the Board by telephone or contest the amount of the assessment unless, at least 48 hours before the first meeting of the Board or at least 48 hours before the objection is heard if the objection is allowed because the person has been granted a waiver of the 48-hour notice of an intent to file a written objection by appearing before the Board during the first two hours of the meeting showing good cause for failure to meet the 48-hour notice requirement and files a written objection, that the person provides to the clerk of the Board of Review notice as to whether the person will ask for removal of any Board members and, if so, which member will be removed and the person’s reasonable estimate of the length of time that the hearing will take.

When appearing before the Board of Review, the person shall specify, in writing, the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at that estimate.

No person may appear before the Board of Review, testify to the Board or by telephone or object to a valuation; if that valuation was made by the Assessor or the Objector using the income method of valuation; unless the person supplies the Assessor all the information about income and expenses, as specified in the Assessor’s manual under Sec. 73.03 (2a) of Wis. Statutes, that the Assessor requests.  The Town of Spring Valley has an ordinance for the confidentiality of information about income and expenses that is provided to the Assessor under this paragraph which provides exceptions for persons using information in the discharge of duties imposed by law or the duties of their office or by order of a court.  The information that is provided under this paragraph, unless a court determined that it is inaccurate, is not subject to the right of inspection and copying under Sec. 19.35 (1) of Wis. Statutes.

The Board shall hear upon oath, by telephone, all ill or disabled persons who present to the Board a letter from a physician, surgeon or osteopath that confirms their illness or disability.  No other persons may testify by telephone.

If you want to appear before the Board of Review, you must give the Town Clerk “NOTICE OF INTENT” to file an appeal no later than August 10, 2016.  Also, you must present the completed objection form to the Town Clerk on or before August 12, 2016.  The clerk will schedule an appointment time for you.
